Google Local Services Ads are currently located at the very top of the SERPs.  Google changes the positioning of various elements within the SERPs over time.  As of right now in 2021, if you want to be at the very top of Google’s SERPs you must be signed up for Google Local Services Ads which required proof of insurance and passing a background check(s).

Since the 3 businesses shown have the “Google Guaranteed” note along with the green checkmark, we know these companies are paying for Google Local Services Ads, not using the free version.  Since 3 companies on paying for Google Local Services Ads in the Cincinnati geographic region, Google will not show a free listing at this time.
